NEWS IN PUBLIC PARTICIPATION IN DECISION MAKING
1. A round table discussion of the draft Regulations On Public Participation in Environmental Decision-Making was held in Kyiv City Council Hall on November 23, 2001. The meeting was prepared and organized by Ecopravo-Kyiv Environmental Law NGO ( Borys Vasylkivsky, Head of Ecopravo-Kyiv) in cooperation with Environmental Resource Management, UK, (Olexi Kabyka, Project Manager), and the Standing Committee on Environment and Elimination of the After-Effects of the Chornobyl Accident of Kyiv City Council (Daniel Karabayev, the Head of the Committee). The project was maintained by Department of International Development, UK (DFID). The aim of the project was to discuss the draft Regulations with the city public environmental organizations, representatives of governing institution and citizens. 2. International Conference on Aarhus Convention took place in Brussels on January 19-21, 2002. The conference was organized by European ECO Forum and attended by many GUTA members. During the first two days participants discussed various issues concerning Aarhus Convention, its ratification process, enforcement and further development. One of the results was adoption of the “Brussels Declaration”.
3. On February 10, 2002 an International Seminar on Strategic Environmental Assessment was held in Warsaw. This seminar brought together representatives of different governmental, academic and non-governmental institution to discuss different aspects and practice in Strategic Environmental Assessment.
4. Warsaw hosted Fourth meeting of the Working Group on the protocol on Strategic Environmental Assessment in February 11-13, 2002.This was the fourth round of the SEA negotiations, which focused, inter alia, on public participation provisions of the draft protocol.
